Added integration to Brevo, to handle transactional and campaign-based email

• New admin/mail-settings component to configure new settings for brevo provider. With Ability to:
  • select multiple committee members for email signoff.
  • select a banner to include in the email header.
• Banners component enhanced to allow banners to be saved as images and for these images to be configured in mail settings (uses ngx-capture library).
• Forgot password, Reset Password, Welcome to the Group, Member Expiry Warning and Member Expiry flow now using new Brevo transactional mail automation.
