Opening a committee document meant View in new tab, so reading it took you away from the page. Each document row now has a Preview button, styled like the editor's own Preview, ahead of Edit, Send Email and Delete, and the file menu has a matching Preview entry above View in new tab. Both open the document on the same page, and the Back button returns you to the list.
