## What's new

Unbranded mail no longer starts with a whole mailing list, or with "Everyone with an email address", already on To. That was leftover branded Newsletter behaviour, and a full-list send is not allowed on unbranded. Recipients now opens empty so you choose people, or a committee list, yourself. The "Recipient addresses are private" notice only appears when someone on To is not a committee member.
